(Green Bay) The Wisconsin Department of Transportation (WisDOT) Northeast Region provides a weekly construction update for all WisDOT Northeast Region state highway projects currently under construction. It details specific construction operations and locations, schedules, and traffic impacts over two weeks (the current week and next week). Active construction projects are listed by county below.

Brown County
I-41 flyover ramp improvements
Location: Six ramps in Brown County and one ramp in Winnebago County. Brown County: I-41 northbound to I-43 southbound (over Velp Avenue); I-43 northbound to I-41 southbound (over I-41); I-43 northbound to I-41 northbound (over Overland Road); I-41 southbound to WIS 29 westbound (over WIS 29); WIS 29 eastbound to I-41 northbound (over I-41); I-41 northbound to WIS 29 westbound (over I-41/WIS 29). Winnebago County: I-41 northbound to US 45 westbound (over I-41).
Length: Spot locations on ramps
Anticipated schedule: This is a two-year project with winter shutdown. July 7, 2026, to September 30, 2026, and May 2027 to August 2027.
Description of work: This is a bridge preservation project. Project improvements include milling a portion of the deck, performing deck repairs, and overlaying with a polyester polymer concrete (PPC) overlay.
September 14 to September 18: Northbound I-41 to southbound I-43 ramp will continue to be closed to a single lane of traffic on the left half of the ramp until Wednesday, September 16. Crews will then open the left half of the ramp to traffic. The right half of the ramp will remain closed to remove the existing polyester polymer overlay, perform deck preparation, and place the new polyester polymer overlay. WIS 29 eastbound to I-41 northbound was closed to traffic on Tuesday and removal of existing polyester polymer overlay was performed on Wednesday.
September 22 to September 25: Northbound I-41 to southbound I-43 ramp work will be finished and open to traffic by Thursday, September 24. WIS 29 eastbound to I-41 northbound will remain closed through this period to perform deck preparation, placement of the new polyester polymer overlay, and permanent pavement markings. I-41 northbound to WIS 29 westbound flyover ramp is scheduled for a short-term single lane closure September 23 to perform drainage inspection.
Traffic impacts: The I-41 northbound to I-43 southbound ramp construction is scheduled to begin Tuesday, September 8, 2026, with single lane closures anticipated for up to three weeks.
The off-ramp to US 141 / Velp Avenue that is along the system interchange ramp will remain open during work.
WIS 29 eastbound to I-41 northbound full closure of the single-lane ramp begins Tuesday, September 15, 2026, and will last approximately two weeks.
The detour will take motorists off at the WIS 29 eastbound exit to Packerland Drive/Shawano Avenue, then proceed east on Shawano Avenue to the northbound I-41 on-ramp.
Some periods may have lane closures on multiple ramps simultaneously.
Short-term evening or overnight full closures may occur. There will be no posted detours for overnight closures; follow signage.
Upcoming lane closures: I-41 northbound to WIS 29 westbound flyover ramp is scheduled for an overnight, short-term single lane closure September 23.
The I-43 northbound to I-41/US 41 ramp will have daytime single lane closures and temporary overnight closures to perform corrective action to remove and replace polyester polymer concrete overlay material that was found to be defective after the original material was replaced.
I-43 northbound to I-41 northbound flyover ramp is scheduled for a full closure the night of September 28 with no posted detour.
The ramp will have a single lane closure from the morning of September 29 to the morning of October 1.

US 141 resurfacing
Location/limits: US 141 from County Road MM in the town of Ledgeview to Continental Drive in the village of Bellevue.
Length: 2.6 miles
Cost: $1.93 million
Schedule: Project starts August 3, 2026, and is expected to finish in early October 2026.
Description of work: This project will involve resurfacing US 141 by milling and overlaying the asphalt roadway. Improvements will also include culvert repairs, beam guard replacements, curb ramp upgrades, island and median nose repairs, and pavement marking.
September 14 to 18: Paving will take place throughout the entire week. The four-day closure of the US 141/Allouez Avenue roundabout will begin on Friday, September 18, and reopen the night of Monday, September 21.
September 21 to 25: The beginning half of the week guardrail removal will occur. Once removed, utilities will complete utility adjustments. Guardrail will be installed. Crews will begin permanent pavement marking and rumble strips.
Traffic impacts: The Allouez Avenue roundabout is planned to open on Monday, September 21.
Motorists may encounter US 141 flagging operations in the work zone.
Access to driveways for property owners and emergency services who live along US 141 will be maintained.
Detour: The detour directs traffic to use County Road JJ, I-43, and County Road MM.

Southbridge interchange (I-41 expansion project)
This is a construction contract for the I-41 Expansion Project between Appleton and De Pere.
Location/limits: Local streets and frontage roads near the future Southbridge interchange.
Length: 0.59 miles
Cost: $17.4 million
Schedule: October 2025 to October 2026
Description of work: To build the new I-41 overpass required for the Brown County South Bridge Connector, local frontage road realignment was completed as an initial phase of the project in 2025. Now that the realignments of the frontage roads are complete, the early filling material will sit in place to settle over the winter of 2025/2026. The contractor has made progress on temporary widening and the median bridge pier over the winter and continues until summer 2026. Other work on this contract includes 11 sign structures, box culvert extension, common excavation, roadway embankment, base aggregate, select crushed, concrete pavement, hot mix asphalt pavement, storm sewer, erosion control, signing, pavement marking, and all other incidental items necessary to complete the work.
September 14 to September 18: Lane shifts are in place along northbound and southbound I-41 to accommodate the construction of the additional auxiliary lane, which will connect County EB-GV (Southbridge) to County F (Scheuring Road), and will be in place for several months. The contractor has completed a significant amount of the grading with crews backfilling and placing aggregate. The two south ramp tie-in work will begin and take several weeks to finalize with grading, aggregates, and paving. The bridge contractor will work on site cleanup, stripping form work, railing, fencing, staining, and continue work on punch list items, including stripping the form work under the bridge deck. Hand-formed ancillary concrete items and pavement will be poured to finalize most of the interchange except for the southbound auxiliary lane. The remaining auxiliary lane work will take the project through to the end. Fencing will be installed along the right of way along the entire project. Sign structures will be assembled for Type I signing and some electrical/ITS installations will be completed. Ongoing traffic control maintenance, staking, restoration, and erosion control device management will be monitored. New installations of devices will occur as the impact footprint is expanded.
September 21 to September 24: Grading operations will continue for several weeks to complete the southbound auxiliary lane and both ramp tie-ins to mainline on the south half of the interchange. Scheuring Road southbound on-ramp will close for 30 days to perform removals, grading, aggregates, paving, barrier wall, and incidentals. The bridge contractor will work on site cleanup, stripping form work, railing, fencing, staining, and continue work on punch list items, including stripping the form work under the bridge deck. Concrete deck grooving will be completed on the new bridge deck to increase texture and the friction coefficient. Electrical and ITS items will be installed throughout the project in various locations. Sign structures will be erected at several locations throughout the project. Overnight, the contractor will set full closures for deck stripping and to complete bridge punch list items. Fencing will be installed along the right of way along the entire project. Ongoing traffic control maintenance, staking, restoration, and erosion control device management will be monitored. New installations of devices will occur as the impact footprint is expanded.
Traffic impacts: A long-term closure of the County F/Scheuring Road on-ramp is anticipated to begin September 21, 2026, for approximately 30 days. Nightly lane closures will be in place continuing over the next week or more to strip the form work under the bridge deck and staining. This will also require the closure of County F southbound on-ramp at various times. Lane shifts are in place northbound with reduced clear width through the work zone, with I-41 northbound speed limit reduced to 60 mph.

Calumet County
US 10 resurfacing
Location/limits: US 10 from WIS 114 to Fire Lane 7, and from Fire Lane 7 to County N, in the city of Menasha, village of Harrison, and Forest Junction.
Length: 4.0 miles
Schedule: Project starts June 8, 2026, and is expected to finish at the end of September 2026.
Cost: $4.2 million
Description of work: This project work includes removing asphaltic surface, milling, base aggregate dense, HMA pavement, concrete pavement repairs, continuous concrete diamond grinding, guardrail, culvert replacement and repair, sidewalk, riprap, rumble strips, and pavement marking.
September 14 to September 18: Crews continue working on rumble strips and pavement marking.
September 21 to September 25: Pavement markings.
Traffic impacts: Continued lane closures from WIS 114 to Fire Lane 7, and Fire Lane 7 to County N, along US 10.

WIS 55 and US 151 culvert and structure replacements
Location/limits: The projects will replace a bridge, box culverts, and pipe culverts along WIS 55 and US 151 from the south county line to Stockbridge. These are spot replacements. The existing box culvert between Enterprise Street and School Street on WIS 55 in Stockbridge will be replaced with a bridge (2025 construction). The existing box culvert between Indian Road and County HHH in Brothertown will be replaced (2025 construction). Additional box and pipe culverts on WIS 55 will be replaced between County E and US 151 in Stockbridge (2026 construction).
Length: 9.5 miles (seven structure locations)
Schedule: Multi-year project. August 18, 2025, to October 22, 2026. Winter shutdown period from November 15, 2025, to May 18, 2026. Work resumes May 18 on WIS 55 structures.
Cost: $4.2 million
Description of work: The projects will replace a bridge, box culverts, and pipe culverts along WIS 55 and US 151. Other work includes guardrail and pavement replacement adjacent to the structures, sidewalk, storm sewer, and various other components.
September 14 to September 18: Crew will place structure backfill on the east half of the culvert next to the post office. Crew will begin removals of the west half of the culvert next to the post office.
September 21 to September 25: Crew will form and pour sections of the west half of the box culvert next to the post office on WIS 55.
Traffic impacts: WIS 55 closed and detoured. Access to driveways for property owners who live along WIS 55 will be maintained. Motorists should be aware of the temporary traffic signal for utility work on Calumet County Road E that is east of the village of Stockbridge.
Detour: Motorists will be directed to use US 151, WIS 32/57, and County E.

Marinette County
WIS 180 culvert replacements
Location/limits: WIS 180 from WIS 64 to US 141.
Length: 29 miles
Schedule: Project starts July 20, 2026, and is expected to finish in late October 2026.
Cost: $3.74 million
Description of work: This culvert replacement project includes removal of 42 deteriorating culverts and installation of new culverts, removal and replacement of associated beam guard and pavement at pipe culvert locations, and minor grading at pipe culvert endwalls.
September 14 to September 18: Expect multiple construction crews working throughout the WIS 180 corridor between County X and Wausaukee. A long-term, full closure will still be in effect for the large box culvert being replaced roughly 1.5 miles east of County XX. It is anticipated that this box culvert could take two to three more weeks to complete. Additional pipe culverts will be replaced during this time as well, starting around Deer Lane and working towards the intersection of Evergreen Road, but also including some work at McCall Lake, which could require temporary full closure while crews prepare for its replacement early the following week. The small pipes within this stretch may also require periods of full closure, but the contractor is aware that access needs to always be maintained to local traffic from at least one direction. If there are no alternative routes around, they may be required to do some of these pipes in halves, letting local traffic around. It is anticipated that earthwork crews will follow close behind the pipe crews between Kujawa Road and Evergreen Road.
September 21 to September 25: Expect multiple construction crews working throughout the WIS 180 corridor between County X and Wausaukee. A long-term, full closure will still be in effect for the large box culvert being replaced roughly 1.5 miles east of County XX. It is anticipated that this box culvert could take one to two more weeks to complete. Additional pipe culverts will be replaced during this time as well, picking up from where they left off the week prior and working towards Jermac Road. This also includes the large pipe replacement at McCall Lake, which they intend to start on Monday and could extend to Wednesday. The small pipes within this stretch may also require periods of full closure, but the contractor is aware that access needs to always be maintained to local traffic from at least one direction. If there are no alternative routes around, they may be required to do some of these pipes in halves, letting local traffic around. It is anticipated that earthwork crews will be following close behind the pipe crews preparing for paving as well. Paving crews are anticipated for late in the week and will likely focus on paving over recently replaced culvert patches but could also set back as far as Rademaker Road to pave the final lift on previously paved patches.
Traffic impacts: WIS 180 will be closed to through traffic and detoured in two separate stages during culvert replacement beginning July 20, 2026.
Local access will be maintained for businesses, properties, and emergency services within the project work zone.
Brief temporary interruptions in driveway access (typically one to two hours) may occur, and the contractor will notify affected homeowners and businesses in advance.
Stage 1 detour (starting July 20, 2026): For culverts south of County X, traffic will be detoured via US 141 and WIS 64.
Stage 2 detour (starting mid-August 2026): For culverts north of County X, traffic will be detoured via US 141 and County X.

Oconto County
WIS 22 reconstruction, city of Gillett
Location/limits: WIS 22 in the city of Gillett from Finnegan Lake Road to the WIS 22/32 junction, Oconto County, Wisconsin.
Length: 1.00 mile
Schedule: April 13, 2026, to October 2026
Cost: $6.64 million
Description: This project will reconstruct WIS 22 through Gillett. Improvements consist of storm sewer network replacement, concrete pavement, complete sidewalk replacement on both sides of the roadway, extension and maintenance of the Christie Brook box culvert on the north side of Gillett, and new pavement marking.
September 14 to September 18: Crews completed pouring concrete pavement in intersections between West Park Street and West Cedar Street. The contractor completed removal of existing pavement on the west side of WIS 22 between East Main Street and WIS 32 and continued pouring concrete sidewalks and driveways into this stretch. The landscapers completed reseeding work on the east side of WIS 22 between Washington Street and WIS 32.
September 21 to September 25: Crews will complete pouring concrete sidewalks and driveways on the west side of WIS 22 between East Main Street and WIS 32. The contractor will continue placing and shaping topsoil around new sidewalks north of East Main Street. Crews will begin preparing for asphalt placement in driveways and intersections north of East Main Street.
Traffic impacts: WIS 22 closed to through traffic for the duration of the project. Driveways on the east side of WIS 22 between Washington Street and WIS 32 are now accessible. Driveways on the west side of WIS 22 between East Main Street and WIS 32 will remain inaccessible next week for concrete sidewalk work. Property owners on both East Cedar Street and West Cedar Street can continue to access their homes from either Washington Street or WIS 32.
Detour: Drivers will use County H and County R.

Outagamie County
I-41 mainline and I-41/WIS 441 interchange (majors project)
Mainline construction is part of the I-41 Expansion Majors Project between Appleton and De Pere.
Location/limits: I-41 between Meade Street and Holland Road, WIS 441 between County OO and I-41, including the I-41/WIS 441 interchange.
Length: 4.81 miles
Cost: $168 million
Schedule: August 2026 to fall of 2029
Description of work: This project reconstructs I-41, expanding mainline to six lanes. This project includes the reconstruction of the I-41/WIS 441 interchange ramps. Major work includes new concrete pavement, freeway lighting, noise walls, stormwater ponds, and intelligent traffic systems.
September 14 to September 18: Crews continued working on the creek alignment along I-41 and finished grading temporary crossovers on WIS 441. Crews began abutment work for the southbound WIS 441 bridge over County OO.
September 21 to September 25: Crews will continue night grading operations in the median of I-41 and continue the creek alignment during the day. They will also be preparing to put in pipe crossings and pave the temporary asphalt crossovers. Work will continue at the southbound WIS 441 bridge over County OO.
Traffic impacts: Motorists should anticipate various shoulder closures and nighttime lane closures on I-41 in both directions between Meade Street and Holland Road and in both directions on WIS 441 between the Fox River and I-41. Long-term shoulder closures will occur throughout the project. There will also be nightly closures on County OO in either direction.
The following full closures will take place:
County OO westbound closed overnight Monday, September 21, and Tuesday, September 22, at WIS 441, from 9 p.m. to 5 a.m.
The detour will use WIS 441 north to I-41 to Ballard Road south to County OO, or I-41 north to County N to I-41 south to Ballard Road.
County OO eastbound closed overnight Wednesday, Thursday, and Friday, September 23, 24, and 25, at WIS 441, from 9 p.m. to 5 a.m.
The detour will use WIS 441 south to College Avenue.
The northbound WIS 441 ramp to southbound I-41 will be closed overnight Sunday through Wednesday, 11 p.m. to 5 a.m., and 9 p.m. to 5 a.m. on Friday.
The detour uses northbound I-41 to County N to southbound I-41.
The southbound I-41 ramp to southbound WIS 441 will be closed overnight Sunday through Wednesday from 9 p.m. to 5 a.m. and on Friday from 9 p.m. to 5 a.m. the next morning.
Traffic will use Ballard Road south to County OO to WIS 441.

WIS 96/W. Wisconsin Avenue, town of Grand Chute
Location/limits: Casaloma Drive to North Badger Avenue.
Length: 2.0 miles
Cost: $7.375 million
Schedule: April 1, 2026, to October 31, 2026
Description of work: This two-mile rehabilitation project includes base patching and mill and overlay along WIS 96 from Casaloma Drive to North Badger Avenue, and bridge painting.
September 14 to September 18: Contractor will continue removing and replacing curb, gutter, sidewalk, and driveways at various locations throughout the project from Westhill Drive to Badger Avenue along the westbound lanes. Contractor will start work on railroad track adjustment at the Badger Avenue and State Highway 96 intersection. Crews will remove and replace the railroad sidewalk approaches.
September 21 to September 25: Contractor will continue removing and replacing curb, gutter, sidewalk, and driveways at various locations throughout the project from Westhill Drive to Badger Avenue along the westbound lanes. Contractor will start work on railroad track adjustment at the Badger Avenue and WIS 96 intersection.
Traffic impacts: WIS 96 is closed and detoured from September 8 to September 28 at the railroad tracks at Badger Avenue and WIS 96.
Detours: Eastbound WIS 96 detour: County Road A southbound to WIS 125 eastbound to WIS 47 northbound back to eastbound WIS 96. Westbound WIS 96 detour: WIS 47 southbound to WIS 125 westbound to County Road A northbound to WIS 96.
WIS 96 will have inside and outside lane closures from Casaloma Drive to Lynndale Drive between 6 p.m. and 11 a.m. I-41 northbound and southbound off-ramps to WIS 96 will have lane closures from 6 p.m. to 11 a.m.

Buchanan Street overpass reconstruction (I-41 expansion)
Location/limits: Buchanan Street over I-41.
Length: 0.19 miles
Cost: $4.27 million
Schedule: March 2, 2026, to October 1, 2026. Buchanan Street overpass opened July 30, 2026.
Description of work: Work will include reconstructing the Buchanan Street overpass over I-41. Additionally, a retaining wall will be added to the northwest quadrant of the project between Randolph Drive and Buchanan Street.
September 14 to September 18: The contractor will install the outside lane pavement markings on the I-41 shoulders under the Buchanan Street overpass. The contractor will begin installing the fencing on the County N overpass. The contractor will continue installing the decorative silhouettes on Holland Road, Vandenbroek Road, Rose Hill Drive, and County J overpasses.
September 21 to September 25: All work for the Buchanan Street overpass project is expected to be completed. No further updates will be provided.

I-41 mainline and Richmond Street interchange (majors project)
This is a construction contract for the I-41 Expansion Majors Project between Appleton and De Pere. This update is a combination of two projects for the I-41 Expansion with the same project limits. Both project updates will be featured here for the life of the project.
Location/limits: I-41 between Lynndale and Meade Street, and Richmond interchange over I-41.
Length: 2.25 miles
Cost: $94 million
Schedule: April 2026 to June 2028
Description of work: This contract is to expand I-41 northbound and southbound to six lanes and reconstruct the Richmond interchange and ramps. Major contract work includes concrete pavement, bridge construction, sign structure construction, noise wall construction, divergent diamond interchange construction, intelligent traffic systems, freeway traffic mitigation systems, and incidentals. Please see the project website for details of the five-year project.
September 14 to September 18: The contractor worked along northbound I-41 with grading, aggregate placement, storm sewer placement, and began concrete pavement. They began excavating for the bridges over Gillett Street and the railroad bridge. Crews began to drive piles. At the Richmond Street interchange, they set the girders and began decking on the bridges over I-41. On the south side of the Richmond interchange, crews worked on concrete pavement. On the north side of the interchange, crews began placing concrete pavement.
September 21 to September 25: Crews began paving concrete on I-41 mainline concrete on the northbound lanes. On the I-41 structures at Gillett Street and the railroad structure, they continued to drive piling and began to form piers. On the south side of WIS 47, crews began pouring sidewalks. On the north side of WIS 47, they continued to pave concrete lanes. At the bridge over I-41, crews continued decking in preparation for the deck pour.
Traffic impacts: WIS 47/Richmond Street bridge over I-41 is closed through fall of 2026.
Northbound I-41 on- and off-ramps are closed through fall 2026.
Southbound I-41 on- and off-ramps are closed through fall 2026.
From April to mid-November 2026, there will be intermittent, nightly mainline lane closures on northbound lanes and southbound lanes between 9 p.m. and 5 a.m.

I-41 mainline construction, WIS 96 to Lynndale Drive
This is a construction contract for the I-41 Expansion Majors Project between Appleton and De Pere.
Location/limits: WIS 96 to Lynndale Drive.
Length: 2.56 miles
Cost: $77.43 million
Schedule: February 2025 to November 2026
Description of work: This contract is to reconstruct I-41, expanding mainline to six lanes. This project includes the reconstruction of the I-41 mainline bridge structures over the Fox Valley and Lake Superior Railroad and construction of new box culverts under I-41 and Lynndale Drive, and installing temporary barrier wall throughout the project.
September 14 to September 18: Forming moment slab along retaining wall south of the railroad structure. Installing storm sewer along future northbound lanes of I-41. Installing temporary vane drain in crossover for the northbound WIS 15 off-ramp. Installing concrete barrier wall on outside shoulder of northbound I-41 between the railroad structure and the northbound WIS 15 off-ramp. Forming and pouring parapet along retaining wall north of the railroad structure. Paving asphalt shoulder along northbound WIS 15 off-ramp. Shouldering northbound WIS 15 off-ramp. Forming and pouring structure approach slabs for the railroad structure. Starting to set forms and tie steel for railroad structure parapet. Continuing construction of the northbound noise wall between Capitol and Lynndale. Grading at the bottom of the WIS 96 northbound on-ramp. Placing aggregate and trimming for northbound lanes between Capitol and Lynndale. Shifting temporary barrier walls and installing pavement markings for northbound WIS 15 off-ramp traffic switches. Installing sign bases throughout the project.
September 21 to September 25: Forming and pouring moment slab along retaining wall south of the railroad structure. Installing storm sewer along future northbound lanes of I-41 and WIS 96 northbound on-ramp. Setting forms, tying steel, and pouring railroad structure parapet. Continuing construction of the northbound noise wall between Capitol and Lynndale. Grading at the bottom of the WIS 96 northbound on-ramp. Trimming and paving northbound lanes between Capitol and Lynndale. Removing pavement and grading northbound lanes between the pedestrian bridge and Northland. Trimming and paving northbound lanes between WIS 96 and the railroad. Installing fence throughout the project. Installing sign bases throughout the project. Installing sidewalk and curb and gutter at the bottom of the WIS 96 on-ramp.
Traffic impacts: Various nighttime lane closures and full freeway closures will be used on I-41 throughout the duration of this project.
There is an anticipated traffic switch to shift the location of the northbound WIS 15 off-ramp the night of September 18, depending on weather.

I-41 mainline and County U interchange (I-41 expansion)
This is a construction contract for I-41 Expansion between Appleton and De Pere. This update is a combination of two projects for the I-41 Expansion with the same project limits. Both project updates will be featured in this update for the life of the projects.
Location/limits: I-41 between County J and County S, and County U under I-41.
Length: 5.15 miles
Cost: $88 million
Schedule: September 2025 to late fall 2027
Description of work: This contract is to expand I-41 northbound and southbound to six lanes and reconstruct the County U interchange, ramps, and frontage roads. Major contract work includes concrete pavement, bridge construction, sign structure construction, noise wall construction, roundabout construction, roadway realignment, pond construction, intelligent traffic systems, freeway traffic mitigation systems, and incidentals.
September 14 to September 18: Grading crews continue working on the West Frontage Road realignment between County U and Wrightstown Road. Bridge crews continue to work on the placement of concrete for the parapet walls on the southbound structure over Apple Creek. Bridge crews also completed the longitudinal bridge deck grooving on the southbound I-41 structures over Apple Creek, County U, Wrightstown Road, and County JJ. Concrete crews continue slip-form placement of concrete barrier wall on southbound I-41 from the southbound structure over County U to the southbound structure over County JJ. Concrete crews also continue with southbound I-41 concrete pavement joint sealing over the entire project.
September 21 to September 25: Grading crews plan to continue working on the West Frontage Road realignment between County U and Wrightstown Road. Bridge crews plan to complete the placement of concrete for the parapet walls on the southbound structure over Apple Creek. Concrete crews plan to complete slip-form placement of concrete barrier wall on southbound I-41 from the southbound structure over County U to the southbound structure over County JJ. Concrete crews then plan to complete handwork placement of concrete barrier wall anchor ends on southbound I-41 over the entire project. Guardrail crews plan to complete installation of the guardrail system within the County U interchange. To finish out the week, sign crews plan to erect all permanent signing and marking crews plan to complete all temporary pavement markings on southbound I-41.
Traffic impacts: The southbound I-41 on- and off-ramps to County U will close nightly, 7 p.m. to 5 a.m., on Tuesday, September 22, Wednesday, September 23, and Thursday, September 24.
Long-term closures:
- April through November: I-41 northbound and southbound four lanes counter directional, including shifted lanes with reduced shoulder widths between County J and County S.
- August 31 through late October: West Frontage Road closed between Wrightstown Road and County U. No posted detour.
- February through late October: French Road closed between County DDD and Apple Creek Road. No posted detour.
- Late October through late November: Mid Valley Drive closed between Golden Glow Road and County U. No posted detour.

New Wisconsin State Patrol headquarters and I-41 Safety and Weight Enforcement Facility
This is a construction contract for the I-41 Expansion Project between Appleton and De Pere.
Location/limits: Safety and Weight Enforcement Facility on northbound I-41 near County U (County Line Road) in Wrightstown.
Schedule: October 25, 2024, through December 2025 for building contract; July 18, 2025, through August 2026 for site grading and paving contract; weigh-in-motion portion of site contract to finish December 2027.
Cost: $16.2 million for building contract; $8 million for site contract.
Description of work: These contracts will create new regional headquarters for the Wisconsin State Patrol and replace the current Safety and Weight Enforcement Facility (SWEF) located along northbound I-41 in Wrightstown. The project is broken into two construction contracts with the current contract involving the demolition of the existing buildings and constructing a retention pond, communication towers, and a new building that will serve as both a modernized safety and weight enforcement facility and regional headquarters for the Wisconsin State Patrol. The second construction contract will include ramp connections to I-41, new loop ramps within the project site, a static scale, weigh-in-motion scaling, and a commercial parking lot to accommodate semi-truck parking on the facility grounds.
Construction: Project is substantially complete. No further updates.
Traffic impacts: No impact to I-41 motorists. Site will remain closed to public access from northbound I-41 through November 2027.

WIS 76 resurfacing, village of Greenville
Location/limits: WIS 15 to County JJ in the village of Greenville, Outagamie County.
Length: 2.2 miles
Schedule: March 9, 2026, to November 7, 2026
Cost: $9.3 million
Description of work: Work consists of completing common excavation, base course, concrete pavement, pavement marking and signing, storm sewer, concrete outfall structures, pond clay liners, concrete curb and gutter, concrete sidewalk, concrete box culvert structures, and incidental items necessary to complete the project work.
September 14 to September 20: Concrete pavement was installed in the northbound lane of WIS 76 working from County JJ and heading south.
September 21 to September 27: The contractor plans to continue installing concrete pavement in the northbound lane of WIS 76. Crews plan to install concrete pavement in pavement gaps, side roads, and the County JJ/WIS 76 roundabout. It is anticipated that the contractor will work on the storm outfall structure modifications at Hill View Pond and additional clay pond liner installation.
Traffic impacts: WIS 76 from Everglade Road to County JJ is closed to through traffic until October 31, 2026. The detour route will shift June 8 for intersection improvements.
Access will be maintained throughout the project to all commercial, recreational, and residential properties and to all side road intersections for residents, businesses, and emergency services throughout the project.
The WIS 76/County JJ intersection will be closed until November 7, 2026.
Detour route: WIS 15 to County JJ to North Olk Street to County M to County S to WIS 76.

Sheboygan County
I-43 resurfacing
Location: I-43 from Wilson/Lima Road in the town of Wilson to WIS 42 in the town of Sheboygan, Sheboygan County.
Length: 10 miles
Schedule: Construction began March 2 with tree clearing and right-of-way fencing. Pavement and structure work take place mid-March to November 2026.
Description of work: Construction includes milling and resurfacing along I-43 and the interchange ramps. Ten sign structures within the I-43 and WIS 23 interchange will be replaced, and bridge rehabilitation will be performed on nine bridges.
September 14 to September 18: The contractor continues rehabilitation work on various structures on northbound and southbound I-43 from WIS 28 to WIS 42. Crews continue working on the County PP overpass. The contractor will continue shouldering, guardrail, and pavement marking operations from WIS 28 to Wilson Lima Road. The contractor will continue working on sign structures along eastbound and westbound WIS 23 from County Y to Taylor Drive. The contractor will continue working on right-of-way fences from WIS 23 to Wilson Lima Road. The contractor will begin placing rumble strips northbound and southbound from WIS 28 to Wilson Lima Road.

County PP overpass: Work on County PP overpass to replace an expansion joint began on Monday, August 3. County Road PP will remain open with temporary traffic signals at each end of the bridge. There will be one lane open. Pedestrian access will be maintained during work.
Lane closures: There will be various nightly lane closures Sundays through Fridays on I-43. There will be daily lane closures Tuesday through Friday on eastbound and westbound WIS 23 between Taylor Drive and I-43. Please pay attention to signage.

WIS 28 resurfacing
Location/limits: WIS 57 in the town of Lyndon to County A in the town of Sheboygan/village of Kohler.
Length: 8.9 miles
Schedule: Project began July 6, 2026, and is expected to finish late October 2026.
Cost: $5.3 million
Description of work: Removal of existing box culvert and replacing it with a single-span concrete girder structure over a tributary of the Onion River. The project also includes milling and paving from WIS 57 to County A. Project includes rumble strips, beam guard replacements, earthwork safety upgrades, removal and replacement of the center island of the WIS 28/WIS 32 roundabout, shoulder widening, and other miscellaneous work.
September 14 to September 18: The contractor will begin paving upper lift of asphalt starting at County A and working westward to WIS 57. Portable changeable message signs will be set up for the WIS 28/WIS 32 roundabout closure.
September 21 to September 25: The contractor will continue paving the upper lift of asphalt on WIS 28. The roundabout at WIS 28/WIS 32 will be closed to traffic as work begins. Crews will remove and replace the concrete truck apron and curb and gutter within the roundabout.
Traffic impacts: The roundabout intersection of WIS 28 and WIS 32 will close beginning on Monday, September 21.
Flagging operations will continue on WIS 28 between County A and WIS 57. Motorists should expect intermittent traffic delays and alternating traffic while work is underway. Please use caution, follow flagger instructions, and allow extra time to reach your destination.
Detours: WIS 28 detour will use WIS 57, County V, and I-43. WIS 32 detour will use WIS 23, I-43, and County V.

Winnebago County
WIS 21 improvement projects
Location/limits: WIS 21 from the south edge of Fox River Bridge in the city of Omro to just west of Washburn Street in the city of Oshkosh in Winnebago County, Wisconsin.
Length: 8.8 miles
Schedule: Major work operations began on April 6 and will extend to early November 2026.
Construction of the three roundabouts will be staged to minimize impacts on local access. Stage 1 will include construction of the Sand Pit Road roundabout. Stage 2 will include the concurrent construction of the Leonard Point Road and County FF/Reighmoor Road roundabouts.
Cost: $11.8 million
Description of work: This is a resurfacing-level project. Project improvements include:
- Concrete pavement repair and asphalt overlay from Fox River Bridge to east city of Omro limits and from Leonard Point Road to just west of Washburn Street.
- Concrete pavement repair only from east city of Omro limits to just west of Leonard Point Road.
- Upgrading curb ramps within city of Omro for ADA compliance.
- Multi-lane roundabout at the Leonard Point Road intersection.
- Single-lane roundabouts at the County FF/Reighmoor Road and Sand Pit Road intersections.
- Slotted left-turn lanes at the Oakwood Road and Westhaven Drive intersections.
- Replacing beam guard along corridor.
- New pavement marking throughout corridor.
September 7 to September 11:
Leonard Point Road to Washburn Street: Electrical conduit installed for the new streetlights. Curb and gutter will be installed on the west side of Leonard Point. Gravel will be placed throughout the roundabout.
County FF/Reighmoor Road: Contractor will start to pave County FF/Reighmoor and WIS 21 roundabout.
September 14 to September 18:
Leonard Point Road to Washburn Street: Curb and gutter will be installed.
County FF/Reighmoor Road: Topsoil will be placed throughout the roundabout.
September 21 to September 25:
Leonard Point Road to Washburn Street: Concrete crew will be pouring sidewalks.
County FF/Reighmoor Road: Topsoil will be placed throughout the roundabout.
Traffic impacts: WIS 21 will be closed to traffic for entire project. Access will be maintained for residents, businesses, and emergency vehicles.
County FF/Reighmoor Road is closed to through traffic.
Leonard Point Road is closed to eastbound and westbound WIS 21 traffic west of the intersection.
Leonard Point Road and Omro Road are open to two lanes of traffic without traffic signals. There is no access to Leonard Point from Omro Road or Leonard Point.
