PUBLIC NOTICE The Common Council for the City of New Lisbon met in regular session on Tuesday, April 18, 2023 at 7:13 PM in the New Lisbon Community room with the following members present: Mayor Jacob Kallies; Alderperson Ken Southworth, Marv Newlun, Morgan Reichhoff, and Mark Toelle. Also present: Director of Public Works Nick Wyss, City Clerk/Treasurer Lisa Vinz, and Police Chief Kyle Walker. A motion was made by Toelle and second by Southworth to approve the nomination of Marv Newlun as Council President. Upon a voice vote all members present voted "aye." Motion carried. Resolution 0418-23-01 to establish City Depositories was presented to the Council. The resolution appoints the following institutions as depositories for the year 2023/2024: Bank of Mauston as primary, Royal Bank, BMO Harris, and State of Wisconsin LGIP as secondary. A motion was made by Toelle and second by Reichhoff to approve Resolution R0418-23-01. Upon a roll call vote all members present voted "aye." Motion carried. Resolution R0418-23-02, Mayoral appoints. A motion was made by Newlun to approve the list of appointments with amendments and second by Southworth. Upon a voice vote all members present voted "aye." Motion carried. Resolution R0418-23-03 to establish the official meeting date was presented for approval. A motion by Newlun and second by Toelle to approve Resolution R0418-23-03 was made. Upon a voice vote all members present voted "aye." Motion carried. Resolution R0418-23-04 appoints the following professionals: Ivy & Owl Law, LLC, Natalie Bussan and Cross, Jenks, Mercer & Mafei, Attorney Nicole Marklein for litigation; MSA Professional Services, Rob Uphoff for City Engineer; City Auditor Hawkins/Ash CPA's;; City Financial Advisor, Ehlers & Associates, Inc; City Bond Counsel, Quarrels & Brady, LLP. A motion was made by Newlun and second by Southworth to approve R0418-23-04. Upon a voice vote all members present voted "aye." Motion carried Resolution R0418-23-05, appointing Juneau County Star-Times as the official publication for the term 2023/2024 was presented. A motion was made Newlun and second by Southworth to approve Resolution R0419-22-05. Upon a voice vote all members present voted "aye." Motion carried. Resolution R0418-23-06 to establish the City's Signatories was presented with the following signatures: Lisa Vinz, City Clerk-Treasurer, Jacob Kallies, Mayor, and Marv Newlun, City Council President. A motion was made by Newlun and second by Reichhoff to approve R0418-23-06. Upon a voice vote all members present voted "aye." Motion carried. A motion was made by Newlun and second by Toelle to approve the minutes as written from March 20, 2023. With a voice vote all members present voted "aye." Motion carried. No public comment to report. A public hearing was held by the Plan Commission for Derek Stickney, conditional use applicant. Requested conditional use is to keep bees on the property at 528 S Division Street. The Plan Commission heard concerns regarding bees, safety of children, and placement of the hive. The commission also heard from the applicant, Derek Stickney about the nature of bees, flight path, and benefits of keeping bees. A motion to approve the conditional use application and accept the site plan with the preferred site approved and allowing the existing shed to act as the barrier was made by Newlun and second by Toelle. With a roll call vote Mark Toelle, Marv Newlun, Ken Southworth, and Morgan Reichhoff voted "aye." Motion carried. Curt Lucas, 118 North Forest Street submitted a driveway permit. The proposed alteration was for an additional driveway. The property currently has a small driveway in front of existing garage. The new driveway would be located and incorporated with a curb cutout that already exists. The setbacks are met. Earlier the Plan Commission approved and referred it to the Common Council. A motion to approve the driveway permit was made by Southworth and second by Toelle. With a voice vote all members present voted "aye." Motion carried. The New Lisbon Chamber of Commerce submitted an application for Temporary Class "b"/"class B" Retailer's License for events held on 4/21/23, 7/7/23 & 7/8/23, and 10/14/23. A motion was made by Newlun and second by Reichhoff to approve the application. With a voice vote all members present voted "aye." Motion carried. Police Facility Committee member Mark Toelle updated the Common Council on the facility progress. At their 4/10/23 meeting, the committee reviewed land acquisition, requirements if over 5,000 sq. ft., discussed project with local contractor JMJ, and Police Department facility needs. City Clerk Lisa Vinz gave an overview from her telephone conversation with USDA representatives regarding the applicable statutory and regulatory requirements for the Congressionally Directed Spending grant. The Common Council was presented with two (2) written appeals for snow removal invoices. A motion to deny the written appeals for Jason and Adrienne Baumgart was made by Newlun and second by Reichhoff. With a voice vote all members present voted "aye." Motion carried. A motion to deny the written appeals for Bryant Southworth was made by Newlun and second by Reichhoff. With a voice vote all Toelle, Newlun, and Reichhoff voted "aye" and Southworth abstaining. Motion carried. The Common Council was presented with Ordinance 0320-23-01, amending portion of Chapter 429, Article I and Article II of the New Lisbon code pertaining to Solid Waste Management and Recycling. A motion to approve Ordinance 0320-23-01 was made by Reichhoff and second by Toelle. With a roll call vote Mark Toelle, Marv Newlun, Ken Southworth, and Morgan Reichhoff voted "aye." Motion carried. Discussion with possible introduction of Ordinance 0418-23-01 will be brought to the Common Council at a later date. Director of Public Works Nick Wyss reported the following: meeting with MSA Engineering regarding current and possible future projects; DSPS Safety Inspection is scheduled for Wednesday, April 19th; water is on at Riverside Campground with bathrooms staying locked. City Clerk/Treasurer Lisa Reported the following: JCEDC Annual meeting is 5/4; minutes from the New Lisbon Cemetery Board is available; Open Book is scheduled for Thursday, May 18 from 2:30 PM to 4:30 PM and Board of Review is scheduled for Tuesday, May 30 from 4:30 to 6:30; email received from Department of Administration regarding the Entitlement Worksheet for ambulance service at the New Lisbon Correctional facility. Mayor Jacob Kallies recognized the communities of Chetek and Cameron for their fallen Police Officers. Nothing new to report on Rudig request to annex or any development. Mayor Kallies informed the Common Council that he does not intend to run for office for 2024/2025. Alderperson Morgan Reichhoff had nothing to report from the Library Board but did receive a $700.00 donation for the dog park. Alderperson Ken Southworth wanted to recognize Cheryl Weiland, Jess Hare, and Kevin Walker for their great work on the Pool and Park Committee; the locks at Riverside Campground need to be rekeyed. Alderperson Mark Toelle updated the Common Council on the Camp Douglas Ambulance contract and the next meeting is May 1 at 6:00 at City of New Lisbon Community room. A motion to approve $27,504.60 of monthly bills was made by Newlun and second by Reichhoff. With a roll call vote Mark Toelle, Marv Newlun, Ken Southworth, and Morgan Reichhoff voted "aye." Motion carried. A motion was made by Reichhoff and second by Toelle to enter into closed session under State Statute 19.85 (1)(g), conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. With a roll call vote Mark Toelle, Marv Newlun, Ken Southworth, and Morgan Reichhoff voted "aye." Motion carried. A motion to reconvene in open session with possible action was made by Reichhoff and second by Southworth. No action was taken. With a roll call vote Mark Toelle, Marv Newlun, Ken Southworth, and Morgan Reichhoff voted "aye." Motion carried. A motion to adjourn was made by Southworth and second by Reichhoff.
